A draft bill the government soon plans to submit to the Diet states the posibility of introducing broader regional governments than the existing prefectural governments.
Prime Minister Shinzo Abe has said the government will present a basic structure for setting up the system known as "doshu-sei" within three years.
The bill requires the central government to draft a plan with specific measures needed for promoting such regional governments.
The scheme aims to divide up Japan into about a dozen regional blocks, or "do."
For example, Tokyo, Kanagawa, Saitama, and Chiba will become a single block known as Shutoken-do (Metropolitan area), while Kansaido will comprise Osaka, Koyoto, Hyogo, Shiga, Nara and Wakayama prefecturers.
