フランスで大規模デモを巻き起こした、若者向けの労働法の改正提案が反古になったというお話しです。ユーロ圏の中での労働水準に合わそうとしたフランス政府の目論見も失敗に終わりました。

a climb-down (撤回、譲歩) that oppornent celebrated as
an unqualified victory. (unqualifiedはunconditional、すなわち条件とか、けちのつけようがないということで、ここでは”申し分の無い勝利”と言うことです。監査報告書などでは専門用語として、”Unqulifed Opinion"という使われ方をします。無限定適性意見と訳されます。要は監査結果は申し分なかったということです。unqualifiedは無資格の、不適任なという意味もありネガティブなイメージがありますが、ポジティブな意味で使われることも多いので要注意です。逆の意味に取りやすいという点で、ちょっと似た単語にinvaluableがありますね。valuable-評価できるの頭に否定語inがつくのですが、否定されるわけではなく評価できないほど貴重なと言う意味で、valuableの強調形となります。合わせて覚えておいてください。)
scrapはget rid of とかcancelで置き換えられます。最近、北朝鮮とイラン関連の記事でよく目にする単語です。
